Years ago, the low-income African American families who lived in deteriorating housing complexes moved to prosperous white suburbs in the Chicago metropolitan area. This relocation transformed their lives dramatically and the change was unexpected. Their living environment was much better and many families who moved saw improvements in employment opportunities, health, and education. A community determines the opportunities available to its residents. It greatly influences the life chances of the people. The community where they previously lived was of low-income group people and everyone had the same kind of income and mindset but
